Job TitleDirector of Central Services & PurchasingJob Description

This position requires an in-depth understanding of procurement rules and practices, attention to detail, and excellent customer service skills

This position directs and oversees the College-wide functions for contracts, purchasing, shipping and receiving, duplication services, and mailroom under the direction of the Vice President, Finance and Administration.

Essential Duties Summary

Direct the Bid Process in its entirety including researching and writing bids, developing vendor lists, reviewing bids, develop contracts, and monitor vendor performance and contract milestones;
Coordinate Limited Public Works Contracting for Construction;
Manage Minority & Women s Business Program Requirements;
Act as the College Resource for State Purchasing Laws and Campus Purchasing Procedures;
Provide training to campus staff on purchasing rules and responsibilities as needed;
Review contracts for compliance with RCW s, WAC s, and OFM regulations;
Supervise all campus mail services and act as liaison with the post office;
Supervise all centralized duplication services including production, inventory, and maintenance;
Supervise receiving and shipping services; establish procedures and maintain accurate records;
Responsible for reviewing and approving purchase requests, orders, annual contracts;
Employ value analysis techniques for appropriate equipment purchases and long-term rental contracts;
Provide excellent customer service to College employees related to the purchasing needs;
Coordinate Campus Airfare Travel following State airfare regulations;
Ability to work with enterprise computer systems (i.e., SBCTC Legacy Purchasing system and PeopleSoft ctcLink)
Experience supervising, scheduling, and evaluating full-time and part-time hourly employees;
Other duties as assigned.

Required Qualifications

Associate degree AND three years of recent, within last 5 years, full-time experience as a purchasing or supply professional; OR,
A combination of education, experience and training that provides the applicant with the knowledge and skills to perform the job will be considered; AND
Proficient with Microsoft Office Suite or word processing and spreadsheets programs.

EMPLOYMENT:
This is a full-time, administrative professional exempt position. The salary is $68,000 $74,000 depending on the qualifications and experience of the successful candidate. The state of Washington provides a comprehensive benefits package for state employees. The position may participate in the TIAA/CREF retirement system.
